Flatbed A4 and A3 Scanners are often designed for Graphics however most flatbed scanners will do a good job scanning reflective photographs.

Many scanners come with PDF conversion software as a bonus. What sorts them out is the true optical resolution, this dictates the amount of real enlargement. When scanning film some scanners come with a film adaptor built into the lid or they offer the attachment as an upgrade. Be sure the scanner you buy comes with or can accept a film adaptor if you think there's a chance you'll need to scan film like 35mm.
